- The path toward the integration processes


BiH government took the obligation to fulfil the conditions that will enable the next step for membership in the EU. The executive governmental body is the Directorate for European Integration with whom the Forum of Tuzla Citizens has several years long and very successful co - operation. The plan for promotion of the European values and informing of the public about the results of the negotiating team of BiH was consisted in the project titled Euro Step, and that application was sent to the European Commission. Unfortunately, the application for was rejected since the European Commission believed that it is much more important to set up the European Centre in Brcko, which would cover the region of North-East Bosnia. We applied to the Balkan Trust (in Belgrade) with slightly modified project. Unfortunately, they also replied that the project was good, however, they could not finance it. It means that the general determination toward the European integration, which we often hear from the representatives of the International Community, but also from the state officials, does not have the justification in the practice. There is another possibility that the project is not written in satisfactory way, but having in mind the experience we have in that field, that this is not our first project in that area, but the continuation of something we already did, that is less possible. If we look for the explanation, it would be that the European Commission simply wanted the centre in Brcko. Speaking about the penetration to the new donors, it is very well known that the donors stick to their confirmed organisations that they support. The fact is that in 2006 we have not worked in this area as we planned.

 

3. Creation of the ambient for understanding and trust among the citizens in BiH


3.1. participation in the projects of the Igman Initiative – during 2006, Centre for Regionalism from Novi Sad have not placed the Forum of Tuzla Citizens as the implementing partner for any project. The truth is that the president of the Forum of Tuzla Citizens, Mr Vehid Sehic, is also active member of the Igman Initiative and he was invited and was present at all sessions of the Igman Initiative in 2006 and several of them have been held. Since we support this project due to its regional importance, we promoted them at our activities (by placing of their logo on our posters, etc.).
3.2. affirmation of the citizens’ courage and citizens’ responsibility – the year 2006 was the year of state elections and the movement of the non-governmental organisations in BiH was established under the name “Grozd”. The basic aim of the movement was to increase the influence of the citizens on political processes and responsibilities of the politicians and their parties toward the citizens. The project was very wide and almost every NGO in BiH joined it. The Forum of Tuzla Citizens as well, and especially our youth group supported “Grozd” through their pre-election activities.
3.3. participation n the trainings, seminars, round tables and conferences, both in BiH and in the region, which are related to creation and strengthening of the ambient for understanding and tolerance among the citizens (ad hoc activities) – participation of the FTC president at the sessions of the Igman Initiative and participation of the youth group members in different events (more details about this in the report about the activities of Urban Culture).
3.4. and 3.5. in period November-December 2006, FTC planned and realised two international conferences. One of them was held in Tuzla on November 24-25, 2006 and was titled “How to Reach the Truth?” and the other one was held n Trebinje on December 8-9, 2006 and was titled “Inter-religious Understanding”. The conferences were mostly financed by IKV from the Netherlands and we sued some of the funds from the Mott Foundation. More about the conferences in the report below.

 

4. regional co-operation


During 2006, FTC did not have significant projects that deal with regional co-operation, nor it was engaged in some of the projects of some of the partner organisations from the neighbouring countries. The focus of the activities in 2006 was internal politics (the issue of BiH Constitution was the most important topic), work in the local community, implementation of the Law on the local self-governance and work with the youth.


5. activities for the institutional strengthening of the Forum of Tuzla Citizens


In 2006, members of the Forum of Tuzla Citizens have not made strategic plan, since we already have our directions of work that are very well known. We held several internal meetings related to realisation of the aims and adaptation to actual political situation. In relation to our priorities established in 2005, it can be concluded that most of our aims have been achieved, with the exception of the work in the field of European integration. Part of the reason for that is that we failed to provide financial means for the project we planned, but this aim is still actual, so we will continue to try. Regional co-operation also “failed” in a way and that will be the topic of the evaluation for 2006, as well the establishment of the short-term priorities that we are already preparing. Related to the youth group, we can definitely say that it is one of the most successful points of FTC’s work, which gives the inspiration for the FTC members. In 2006, the youth group worked very well, they realised several projects, they have not relied on FTC’s funds, but they found their own, participated in several partner projects and were very famous among the NGOs, but also in the local authorities and media.
