FORUM OF TUZLA CITIZENS

FTC has been founded as a result of need and determination to preserve Bosnia and Herzegovina as a whole, independent and decentralized sovereign state regulated upon parliamentary democracy principles, within its historical and geopolitical borders, recognized by the International community, so that no part of its territory can be considered for separate national territory by any of its people, as well as a replay back to the growth of nationalism in its own surrounding.

The Constituent Assembly was held on February 28, 1993.

FTC is a non-party association, where the citizens gather on a basis of their free will and personal choice. Affiliation to any political, national, religious, social, age affiliation or sex does not make an obstacle for the activity in Forum. FTC for the moment counts over 15.000 members.

FTC main objectives are:

· Starting a process of mutual trust re-establishment, motivated by the humanism and strength of spirit
· Return of displaced persons and refugees to their ancient places of origin and return of their property
· Punishment of all war criminals
· Developing of patriotic feelings of BiH peoples on the basis of positive cultural and ethnic experiences extracted from our region
· Support and active participation all constructive peaceful initiatives that are in accordance with principles and assignments of FTC
· Respecting of the human rights and freedoms that are in accordance with the Declaration of the Rights of Man
· Preserving of multinational and multi-religious, material and spiritual heritage following the civilization criteria

Manning bodies of FTC are: Main Board (15 members), FTC Council (30 members) and 5 Commissions.

FTC organized many public tribunes of various issues, round tables and cultural events.
Acting as a co-organizer, FTC has also organized three huge international conferences in Tuzla: “Is Europe Possible Without Multi-Culture” (November 3-5, 1994); “Local Democracy in BiH and Europe” (November 14-17, 1994); The 4th General Assembly of Helsinki Citizens’ Assembly (October 19-22, 1995);

In a co-operation with the Association of independent intellectuals “Circle 99”, FTC has achieved many contacts with civic initiatives from Serbia and Montenegro.
In association with city of Bologna and Organization of German-Bosnian friendship from Wuppertal, FTC carries out the project of “Distant Friendship”, which comprehends more than 200 Tuzla’s families.
FTC organized a public tribune “Human Rights Protection” in February 1995, whilst in April the same year a tribune that has promoted the Institution of ombudsman of the Federation and Republic of BiH.

Through E-mail system ZAMIR, FTC has organized a written communication with all republics of the Former Yugoslavia and whole world, where more than 20.000 messages has been sent through the project “Letters”.

FTC initiates and chairs the project “Citizens Alternative Parliament of Bosnia and Herzegovina”, which is going to initiate, encourage, support and link local civic initiatives throughout BiH.

In association with the “Circle 99” from Sarajevo, FTC has established the Charter, which consists major principles of organizing of united state of Bosnia and Herzegovina.

With a financial support of NCA (Norwegian Church Aid), FTC published a booklet “Introduction to Human Rights”.

In co-operation with Belgrade’s Circle - Belgrade and Anti-war Campaign of Croatia, FCT works on the project “Civil Dialogue” among civic groups in Bosnia, Croatia and Serbia. Its first session is going to be held in Tuzla on 30.08.1996.

CITIZENS FORUM OF BANJA LUKA

Citizens Forum of Banja Luka was registered at the Higher Court in Banja Luka on July 29, 1996, on a demand of the Initiative Board, which operates since April 1996.

Citizens Forum of Banja Luka is an association of citizens, founded for the purposes of improving of democratic relations and reconstruction of civic society in Republika Srpska and Bosnia and Herzegovina.

Citizens Forum of Banja Luka gathers all its members regardless of their national, religious, political, social, sex or age group that they belong to.

Forum of Citizens of Banja Luka acts in the scope of its following goals:
· Achieving and protecting of rights and freedoms of human and citizens, in accordance with the Universal Declaration of Human Rights of the United Nations.
· Establishment of the rule of law
· Taking part in peace and humanitarian activities
· Preserving and protecting of the human environment
· Linking with similar organizations in BiH, Europe and the world.

Forum of Citizens of Banja Luka achieves its major goals through public tribunes, conferences, mass media, and special publications…

Forum’s main body is the Main Board, whilst the forum activities are achieved through the following bodies:

· Board for protection of human rights
· Board for protection of human environment
· Board for culture and cultural heritage

ASSOCIATION OF INDEPENDENT INTELLECTUALS “CIRCLE 99” SARAJEVO

Main objectives and assignments: Developing of a democratic society and support in preserving of a multicultural and multiethnic being of Bosnia and Herzegovina through various intellectual activities.

“Circle 99” was among the first organizations during the war, which started seeking the paths of opening of a dialogue among the intellectuals from this region. On this basis there have been achieved, through visits and participation, contacts, co-operation and exchange of information with the “Forum of Tuzla Citizens” and intellectuals from Banja Luka and Mostar. There have been achieved visits and established contacts with enthusiasts who come from alternative currents in Serbia and Montenegro. Furthermore, representatives of “Circle 99” paid a significant visit to the intellectuals from Slovenia. Very soon there is going to be realized a visit to the independent intellectuals of Croatia.

Intensive contacts and mutual visits “Circle 99” are maintained with intellectuals from Switzerland, France, Belgium, Germany, Sweden, Holland, Denmark and Czech Republic.

“Circle 99” has been awarded for its activities during the war by The Foundation of the King Baudoin and the Foundation Alberto Moravia.

The Association publishes “Free Minds 99 Magazine”, which is a segment of the association activities.

Expected results and effects: development of a democracy and creation of the conditions for an essential reintegration of Bosnia and Herzegovina as a multiethnic state of modern concept.

Funds: individual donations, donations and international awards.

The Association carries out its activities in accordance with the Statute and its Annual Program.

DEMOCRATIC CIRCLE BIHAC

Democratic Circle Bihac was founded due to the need of democratic oriented individuals, citizens of Bihac, to critically look through their environment and Bosnian-Herzegovina’s reality. Democratic Circle is a non-party, non-governmental association of citizens. It gathers at first place intellectuals of different occupations - engineers, professors, political scientists, lawyers, however still having an open door for all citizens, regardless of their political, religious, national affiliation or sex.

Democratic Circle has as a basis the following objectives and principles:

· Establishment and improvement of the democratic pattern in Bihac
· Reanimation and protection of a multinational and multicultural structure of Bihac
· Promotion, establishment and improvement of human rights
· Protection of citizen’s equality, regardless to their national, religious, political affiliation or sex
· Promotion of scientific approach to all kinds of political, cultural and national values or problems
· Promotion of multicultural values, which should be a found element of the civic Bosnian society
· Promotion of ideas of inter-ethnic and intra-ethnic conciliation of people within Bihac region
· Reanimation of multinational and inter-national tolerance and respect

Democratic Circle carries its activities through the Council and Forum. The Council of Democratic Circle consists of 10 members, whilst Forum gathers all members.
Democratic Circle has a special body - Court of Honour, consisting of 5 members - which is responsible to act in disputed situations that might occur and violate the principles of Democratic Circle.

Democratic Circle exercises its assignments through: round tables, public tribunes, specialized seminars, and public debates.

Two project which are to be implemented in the coming period:
· Psycho-social education of demobilized soldiers in a scope of their social and family reintegration (short term project)
· Education of various social groups (students, women, ex soldiers, professors) regarding the major principles of a civic society and tolerance, aiming on establishing of the atmosphere of tolerance and international conciliation within Bihac region (long term project).

For the time being Democratic Circle finances itself exclusively by private financial means of its members.

HELSINKI BOARD OF HUMAN RIGHTS IN REPUBLIKA SRPSKA - BIJELJINA

Helsinki Board of Human Rights in Republika Srpska was founded 10 May 1996. Board is an independent, non-government and non-profitable association of citizens, which goal is a promotion and protection of human rights in Republika Srpska.

In carrying out of its goals, Committee places special efforts into:

· Systematic observing of the human rights situation in Republika Srpska
· Registering of human rights violations and undertaking of protective measures
· Collecting and spreading of information about practical solutions in a scope of protection of human rights in Republika Srpska, which include proposing of new and changing of the current laws
· Offering of a professional assistance to citizens in a scope of human rights
· Publishing of regular and frequent reports and publications which are related to human rights
· Establishing of a data base
· Contacting mass media for purposes of promoting of all aspects of human rights
· Establishing of a co-operation with local and foreign organizations for the purpose of the promotion and protection of human rights

Membership in the Committee, beside its founders, is accessible to anyone who accepts the Statute and expresses a desire to work for achieving Helsinki Committee’s goals.

Acting bodies of Committee are the Assembly as a highest authority, The Managing Board and a president.

Helsinki Committee, which currently operates in more than fifty countries, bases its activity on the Final Act, adopted at the Summit of the Conference on Security and Co-operation in Europe, that was held in Helsinki 1975, as well on documents that were adopted afterwards. Some time ago, the Final Act was the only political and morally binding document, which was trying to link up peace and security with respecting of human rights. CSCE, which emerged 1994 in OSCE, has had during the Helsinki Conference 35 countries-members all European countries except Albania, Canada and USA, whilst today it has 53 members.

In order of providing a structure, which would enable independent Helsinki’s Committees to mutually support each other and to continue strengthening of the Human Rights Movement, in 1982 there has been established International Helsinki Federation. IHF maintains contacts with individuals and groups that are very active in human rights issues within places where Helsinki Committees do not exist.

Federation is also active in collecting of information and documents about a state of human rights in countries, members of OSCE. These information are submitted furthermore to the governments, international organizations, mass media and public media.

FORUM OF ZENICA CITIZENS

Forum of Zenica Citizens (FZC) was founded as an association of Zenica citizens on 27 December 1992. In accordance with some new legislative regulations, the Association changed its title to Forum of Zenica Citizens and continues applying the Statute and Program principles of its predecessor, the Association.

Forum of Zenica Citizens is an association that was established by the beginning of war in BiH, with the goal and a need to preserve a united and undivided community of people, through preserving the identity and multicultural life of this region, to improve and develop already gained traditions, which resist tendencies trying to forget them, misinterpret, modulate and forbid them. Even though we address ourselves namely as “Zenica”, we consider this only as a motto which should gather us, with the intention to place our spirit in a positive light on other people, dispersing already accepted spirit of respecting of all human freedoms and rights, in accordance with the Universal Declaration of Human Rights.

The main objective of the Association is to achieve a spirit where all Zenica citizens will feel as belonging to Zenica, as their hometown and continue developing this feeling through the town development.

For the purpose of achieving its program goals and principles, Forum will especially place its effort on:

· Preserving of the identity and spirit of Zenica, in a light of Zenica citizens desire.
· Developing of traditions and habits as the basis of the current and future life in Zenica
· Encouraging of mutual help among Zenica citizens
· Achieving of economic, cultural, technical, scientific, patriotic, educational, historical, social, humanitarian, professional, sport and other needs and interests in Zenica town development.
· Establishing of a co-operation of clubs and associations of Zenica citizens which operates throughout BiH and abroad
· Improvement and protection of human rights

Acting bodies of the Association are: Presidency (35 members), Executive Board and more than 20 Commissions.

Establishment of the Association was supported by 10000 signatories, even today there is still a great interest for its existence prevailing.

Forum of Zenica Citizens had several mass media appearances, where the program assignments were presented.

Forum participated in the International Conferences “Is Europe Possible Without Multi-Culture?”, which was sponsored by Verona Forum from Brussels and held in Tuzla (03-05.11.1994); “Local Democracy in BiH and Europe”, sponsored by the HCA, held in Tuzla (14-17.11.1994)

CENTRE FOR CIVIC CO-OPERATION OF LIVNO

Centre for Civic Co-operation of Livno (CCC) is a relief, humanitarian, non government organization, which operates as a service for citizens, which is trying to assist in the implementation of projects that are related to help for citizens, creating of better living conditions, paying a special attention on youngsters and development of small businesses.
CCC was founded in the beginning of 1996.

The organizer of the Centre is Centre for Civic society in South-Eastern Europe (CCS) from Washington DC. CCS was founded 1990, primarily in order to support social, political and economic development in newborn democratic societies of Former Yugoslavia. CCS offers long working experience within mentioned region, as well as programs of directing in building of a democratic, programs of training, visits and humanitarian aid. Through its office in Zagreb, Croatia, CCS organized two Centres for Civic co-operation within a territory of Bosnia and Herzegovina. One centre is placed in Jajce, a second one in Livno.

Main objectives of Centre are:

· Encouraging, developing and implementing of projects which are going to be of the great use for entire community, in which all its citizens will take part, regardless to their political and national affiliation.
· Getting in of other international donators who offer financial aid exclusively to citizens organizations, which are not dependent on government.
· Socio-psychic assistance to citizens through various methods
· Offering assistance during a period of building unity and co-operation, either inside of individual communities or communities that the Federation of BiH consists of.
· Legislative help and protection of citizens
· Collection of humanitarian aid and its distribution in the field
· Protection of a living standard, organizing of trips to Centre members, as well as organizing of different gatherings and visits related to achieving of interests of Centre and its members.
· Assistance to children, who are left without one or both parents.

Program part:

1. Course of English language

By a beginning of a new school year, CCC intends to organize and finance courses of similar nature of German and English language, also a Course of Computer studies for unemployed citizens of Livno town.

2. Feed the Children - contacts already achieved - we expect financial support in the implementation of our projects and a supply of the school material for Livno’s pupils.

3. Project of collecting of books for school libraries.

4. Reconstruction and assistance in facilitating of school workshops and cabinets.

5. Lectures and tribunes regarding a role and importance of NGO’s.

Lectures will be given by a representative of OSCE who is in charge for relationships with NGO’s. Representatives of political parties from Livno, local authorities and mass media are going to be invited to attend the session.

ASSOCIATION OF TUZLA WOMEN

Association of Tuzla Women is a non-governmental, non-party organization, which gathers women of Tuzla, regardless of their national, religious, age, or educational group.

Association of Tuzla Women is a volunteer organization, whose members firmly support Bosnia and Herzegovina as a sovereign and united state, and Tuzla as a part of a multinational European and World environment, as for the full equality of women in all aspect of life, which is in accordance with the Universal Declaration of Human Rights of the United Nations.

The highest authority of Association of Tuzla Women is the Assembly.
Executive body of the Assembly is a Presidency consisting of 15 members of its main leadership, and a variable number of members within its extended leadership.

Activities are led within the Active of Women, which operate through local community activities, enterprises, public tribunes, gatherings, announcements and public manifestations.

Around 5000 women of Tuzla municipality are members of Association of Tuzla Women.

HELSINKI COMMITTEE OF HUMAN RIGHTS IN BOSNIA AND HERZEGOVINA - SARAJEVO

Helsinki Committee of Human Rights in Bosnia and Herzegovina was founded on 11 February 1995. Committee is an independent, non-government and non-profitable association of citizens, whose goal is the promotion and protection of human rights in Bosnia and Herzegovina.

In carrying out its goals, Committee places special efforts into:

· Systematic observing of the human rights situation in BiH
· Registering of occurrences of human rights violation and undertaking of protective measures
· Collecting and spreading of information about practical solutions in a scope of protection of human rights in the world.

FORUM OF INTELLECTUALS OF BREZA

Forum of Intellectuals from Breza was established at the beginning of 1993. The major idea of Forum was the gathering of progressive and patriotic intellectual forces of Breza town, and their placement in the purposes of resolving of the existential problems of the people within this region, with a continuous parallel process of establishment of economic and social strategy of the post-war period.

At the Founding Convention, held in March 1993, as its acting body Forum elected a Presidency, consisting of 20 members, of people of various occupations.
These people elected jointly, by a secret ballot, a president Mr. Esad Bajtal, chief in editor of Press Centre of Breza, combined by the Breza’s newspaper and Radio Breza.

By its very first appearance in August 1993, Forum grew in a spiritual cradle that continued gathering a kind of mental energy, which was able to resist all attempts of a conscious or unconscious manipulation of the town and its citizens.
Such ideology and coming circumstances of the war drama have made that Mr. Esad Bajtalo remained the first and a last president of Forum.
Forum, due to reasons well known to the leading authorities, never registered, therefore even today Forum formally does not exist.
It cannot be said that a recall of the revenge feeling succeeded to prevail as an analogue answer to all this, despite endless massacres occurring within a 20 km radius of the town (Sarajevo, Lje¹evo, Ahmici, Stupni Dol).

The only fortunate circumstance was the fact that the president of Forum was in the same time a chief in editor of a local radio station (founded also during the war in 1992). This fact actually has assisted to a great extent in preserving of a spirit of tolerance and resistance to bloody challenges in its close vicinity.

However, Forum and citizens of Breza won a great victory, after uncompromising dialogue that was led with local authorities and was initiated by the concrete events in the town during August 1993.
This victory prevented a possible crowning of the logic of force and passion (carried by a foreign element), which could become an instrument of imposing of peace and order of the town and surroundings, by the well known methods “deciding on principles of short and the right of private feeling”.
It was a victory of the spirit of peace and order - during the war.
Of course, this had its price as well.

ASSOCIATION OF MIXED MARRIAGES OF CITIZENS OF ZENICA, ZAVIDOVICI AND KAKANJ

Association of mixed marriages of citizens of Zenica, Zavidovici and Kakanj was founded on September 20, 1993. And is registered at the Higher Court in Zenica.

On the day it was founded Association counted more than 5000 families. Today Association counts 3300 families, with 650 of registered families of pensioners (social group).

The purpose and a goal of Association of Mixed Marriages of Citizens of Zenica, Zavidovici and Kakanj is to organize and protect interests and help citizens of mixed marriages and their relatives during and after the war.

Part of Association is the Club, which gathers families of mixed marriages and facilitate in meeting each other and enjoys legislative status of the Association of Citizens.

Association is a non-profitable, non-political and non-party organization.

This is the only association in the Federation of BiH of this nature, however our objective is to link us with similar NGO’s throughout entire BiH and abroad.

Association is financed by annual membership of 1 DM per each family and donations.

HELSINKI CITIZENS ASSEMBLY (hCa) - Office in Tuzla

Helsinki Citizens Assembly (hCa) is an international network of civic initiatives, movements, social and political groups, East and West, working for the democratic reintegration of Europe. hCa works in a scope of states signers of the Final Act of the Conference on Security and Co-operation in Europe (Helsinki 1975). Major objective of hCa activity is to articulate and promote views, interests and political vision of the civic society in Helsinki region about a reintegration of Europe and problems that Europe is facing with. Talks about a reintegration and problems in Europe cannot be discussed only at the level of state governments: a society needs to be involved as well. hCa wants to widen public debate about Europe beyond the level of political elites.

International Secretariat has been established in Prague (Czech Republic), whilst in Hague operates the Western International Office. Local branches of hCa have been established in all states of the Helsinki region.

hCa strives to create effective guarantees for a freedom, democracy and respect of human rights in Europe, including a protection of all kinds of civic initiatives, with a special attention paid to regions in conflict. hCa especially supports courageous people who are struggling to preserve of civic principles alive in circumstances of war, chaos and oppression. hCa opened offices in Sarajevo, Tuzla and Banja Luka (Bosnia and Herzegovina) and Tibilsy (Gruzia, Transkokezi). There are planned offices in Pristina (Kosovo) and Turkey.

The office in Tuzla was officially opened 8 April 1995. Since then hCa is actively involved in a promotion, strengthening and connecting of the civic initiatives in Tuzla and BiH. hCa Office in Tuzla closely co-operates with Forum of Tuzla Citizens and many others local organizations.

One of major events that was organized in BiH by hCa was the General Assembly, held in Tuzla in October 1995, organized in a co-operation with Forum of Tuzla Citizens. hCa holds general assemblies every year and a half. This is an international gathering of 1000 activists from Europe, North America and further on. Large number of workshops and plenary sessions provide the forum for a discussion to be led about policies of hCa, evaluation of hCa activities, developing of new projects. Workshops topics include also humanitarian interventions, women rights issues, citizenship laws, civic economy, peaceful resolving of conflicts, inter-religious dialogue, mass media role in conflicts…

hCa, in a co-operation with Forum of Tuzla Citizens, held the 4th General Assembly in Tuzla, BiH, from 19 to 22 October 1995. Even though there was still the war going on in BiH, people from entire Europe and North America arrived in Tuzla and attended this Assembly. These participants were presenting international organizations, state Governments, municipalities and of course, all sorts of civic initiatives. In addition to discussions about the regular hCa issues, we have focused also on a role, which the International Community and civic initiatives (from BiH and abroad) might play in resolving of the conflict in Bosnia and Herzegovina.

Major tasks of hCa office in Tuzla are:

1. Strengthening and connecting of civic initiatives in towns throughout BiH and abroad. hCa Office in Tuzla made so far contacts with many civic initiatives in BiH. hCa Tuzla aims to support and promote their activities, provide contacts with other partners, assistance in their organization, etc.

2. Issuance of regular reports and publications regarding perspectives of the civic society, work of many local peace groups, whose main occupations are human rights, democracy, independent mass media, culture, education, etc. As well an issuance of the reports related to political, social and military situation in Tuzla and other places. These reports are sent to our liaison partners, civic initiatives, Governments, European institutions.

3. Activity on organizing of contacts and promotion of projects in Tuzla. hCa Tuzla functions as a contact office for various organizations and persons (correspondents, NGO’s, municipalities, schools, hCa offices, politicians) in Tuzla and abroad. Practically this means identifying of concrete projects in Tuzla which seek for a partner abroad and assistance to the partners from abroad, providing them with needed information, assisting them in communications with local organizations, organizing of delegations for Tuzla… hCa Tuzla also provides a technical assistance to the local organizations by enabling them the usage of a fax machine, computer or international telephone line in hCa Office.

4. Active promotion of international co-operation in reconstruction projects in Tuzla. For example hCa Tuzla was an active participant in founding of “Dutch Cities for Tuzla”. This organization was founded by the joint efforts of local initiatives, NGO’s, local authorities in Tuzla and government in Holland. By carrying out of nine integral projects “Dutch Cities for Tuzla” aims to work on economy, social and cultural reconstruction and welfare of Tuzla and their citizens.
