The Citizens’ Alternative Parliament
of Bosnia and Herzegovina considers
that PEACE is the main prerequisite
and principle of all of the future
activities - both of the domestic
and foreign actors on our political
scene. Any violation of this principle
should be punished by the international
community by automatic elimination
from the political life.
2.
The main political objective of the
Citizens’ Alternative Parliament of
Bosnia and Herzegovina and the guarantee
for stabile peace is to establish
Bosnia and Herzegovina as a composite
de-centralized democratic State-Republic
of all of its citizens, found on the
principles of parliamentary democracy,
independence, territorial integrity,
sovereignty, the rule of law and social
state, as well as the respect of human
rights and freedoms according to the
Projects of the European political
integration.

The establishment of civil society
is not just a special sphere, but
unconditional and permanent historical
basis of every democratic society
and democratic state. The actors of
the Citizens’ Alternative Parliament
of Bosnia and Herzegovina consider
that the political aims of the constitution
of Bosnia and Herzegovina as a democratic
State-Republic with the rule of law
and Bosnian and Herzegovinian civil
society are two reciprocal historical
aims, dependent on each other. Also
“civil” aspects of the implementation
of the Dayton and Paris peace treaty
mean classical determination of the
“civil society” including the recovery
of economy, return of refugees, as
well as the war crimes trial and elections.
Hence,
some possible serious tasks of the
actors of the civil society in Bosnia
and Herzegovina come - the tasks that
on the one hand determine the identity
of a “citizen” as a human being and
individual who exists within the context
of complex social connections, but
also of a citizen in political sense,
the one who belongs to this and not
some other country and deliberately
wants a democratic country where the
law rules. The country which guarantees
equal rights both to him and to all
other citizens, regardless of their
specific sexual, social, political,
religious and national identities,
but which gives also some specific
and completely concrete and unambiguous
constitutional and lawful guarantee
just for those rights and freedoms
of a man and citizen that originate
from these concrete and not some abstract
and collective identities of the man
and citizen of Bosnia and Herzegovina.
We, the actors of the civil society,
consider that the best sides of liberal
and social democracy can be met here.
B)
IMMEDIATE POLITICAL OBJECTIVES
1.
Peace progress
a)
Support to the establishment of long-term
activities regarding the investigation
of the war crimes on the national
and international level, as well as
the punishment of the war criminals.
b)
Return of the expelled and displaced
persons and refugees to their former
residential areas, according to their
free will and choice.
c)
Support and contribution to the establishment
of moral, political and human criteria
of the long-term politics of reconciliation
of the citizens of Bosnia and Herzegovina.
d)
Support and active participation in
all peace initiatives which are in
accordance with the provisions and
objectives of the Citizens’ Alternative
Parliament of Bosnia and Herzegovina.
e)
Support and own initiative in the
issues of education which regards
democracy.
f)
Support and expert’s argumentation
of the projects of gradual demilitarisation
of the space of ex-Yugoslavia, the
Balkans and Europe.
2.
The establishment of Bosnia and Herzegovina
as a democratic State-Republic with
the rule of law of all of its equal-rights-citizens.
a)
Implementation of the peace treaty
from Dayton and Paris.
b)
Support to the establishment of the
common institutions of the two entities
- the Federation and Republika Srpska
(Presidency, Parliament and Government),
and special support and participation
in public democratic control of their
work, as well as the work of political
institutions in both entities.
c)
Support and participation in the activities
regarding further and better constitutional
and legal regulating of the state’s,
social and democratic organization
of Bosnia and Herzegovina.
d)
Patient and long-term work on creating
of the constitutional patriotism of
the citizens of Bosnia and Herzegovina,
as a higher and more healthy form
of traditional ethnic and national
patriotism.
e)
Normalisation of the relations with
neighbouring countries according to
the provisions of the main documents
of the United Nations and the terms
for joining the European Community.
f)
Support to the establishment of the
parliamentary democracy institutions
and systematic control of the work
of the Parliament on all levels.
g)
Improvement of the mechanisms and
procedures of the election legitimising
of the authorities in Bosnia and Herzegovina.
3.
Democratic establishment of the civil
society
a)
Support and activity regarding the
appropriate political, legal and socio-economic
preparing of the conditions for the
return of the expelled and displaced
persons and refugees.
b)
Support and improvement of the constitutional
and legal regulations of individual
and collective rights and freedoms
of the citizens of Bosnia and Herzegovina.
c)
Political and expert’’ support to
the own and the international Project
of the economic reconstruction of
Bosnia and Herzegovina, especially
to the Project of the Transformation
of Ownership.
d)
Support and initiative of special
intensity regarding the direct engagement
of citizens in concrete civil initiatives
on all levels, from local to Federal.
e)
Support and improvement of the democratic
and civilization conditions for the
expression of multi-religious and
multi-cultural identity of the citizens.
f)
Support and improvement of the politically
ripe culture of dialogue and co-operation
between the authorities and the opposition,
with precise and clear position of
the Citizens’ Alternative Parliament
of Bosnia and Herzegovina - that is
to say that the political actors of
the parliamentary democracy also out
of the institutions of the parliamentary
democracy must exist, which represent
the widest basis of the democracy
from bellow.
g)
Support to the right to civic disobedience
of citizens, especially when political
and social circumstances lead towards
catastrophe, for it would be cynical
to require from those who experienced
injustice to renounce the right to
civic disobedience.
