In
accordance to the regulations of the
Law on citizens' associations, assembly
of the association of citizens Forum
of Tuzla Citizens has adopted, on
the 28 th of March 1997 the

T A T U T E
OF
THE ASSOCIATION OF CITIZENS
FORUM
OF TUZLA CITIZENS
Article
1
This
Statute defines: name and headquarters,
field of work, stamp, emblem, programme
goals, form and ways of acting, and
sources of financing of the Forum
of Tuzla Citizens.
Article
2
Full
name of the association is: Citizens'
association: Forum of Tuzla Citizens,
in further text: Forum of Tuzla Citizens
or an abbreviated name FTC.
Article
3
Headquarters
of the FTC is in Tuzla , street Maršala
Tita no.1.
Article
4
FTC
is a non-party association with a
status of a corporate legal person.
Article
5
With
the purpose of accomplishing basic
programme goals, FTC is organised
and is acting on the territory of
the Tuzla Municipality .
Article
6
FTC
has its own stamp, which is of elliptical
shape, where is written in Cyrillic
and Latin letters: ASSOCIATION OF
CITIZENS FORUM OF TUZLA CITIZENS.
Article
7
FTC
has its own emblem, which is a given
in a supplement of this Statute.
Article
8
FTC
will stand for:
punishing of all criminals of war;
return of all displaced persons and
refugees in their homes and return
of their property;
starting a process of regaining mutual
trust motivated by humanism and strength
of spirit;
supporting and actively participating
in all peaceful and constructive initiatives
which are in accordance with principles
and goals of the FTC;
democratic acting in all fields of
life in the city of Tuzla and in Bosnia
and Herzegovina ;
strong influence and reaction to all
events in the City, which are opposite
to the democratic and programme goals
of the FTC;
full equality of citizens, regardless
to their political, national, religious,
social, age or gender belonging;
respecting all human liberties and
rights, in accordance to the Declaration
on Human Rights;
developing the sense of Bosnian and
Herzegovinian and homeland patriotism
based on positive cultural and ethnic
experience in our region;
preservation and cherishing of the
multinational and multi-religious
material and spiritual heritage in
accordance to the civilisation criteria;
developing the sense of love, loyalty
and devotion to the City, protecting
Tuzla and its traditional spiritual
and cultural being;
protecting Tuzla from attempts of
using it as a start base for social
and public promotion at all costs,
when it damages citizens and the City
itself;
creating conditions for European quality
of life and work in all fields; urban
- communal, business, scientific,
cultural, health, economical, sport,
etc.;
preservation, protection and improvement
of mans' environment, with taking
all ecological measures for that purpose;
preservation and development of personnel
potential and their affirmation in
realisation of projects that will
bring Tuzla closer to and into all
European courses and processes;
full affirmation of the principle
of humanity, ethics and righteousness
in social politics and human relations
in general;
connecting and co-operation with similar
associations, as well as with democratic
alternative from Europe, World and
former Yugoslavia .
Article

FTC
will develop democratic ways of acting
so that a wide number of citizens
can take participation in decision
making, each in accordance to their
possibilities and in a frame of the
general idea.
Article
10
Formal
bodies of the FTC are:
Assembly,
Board of Directors,
Council and
Boards.
Article
11
FTC
Assembly consists of members of the
Forum of Tuzla Citizens who are chosen
based on General act on criteria for
the structure and work of the Assembly.
FTC
President convenes and presides the
Assembly.
The
Assembly convenes when necessary,
at least once a year.
The
Assembly can be in session if majority
of members is present, and decision
is considered made if majority of
those present members voted for it.
The
Assembly adopts Programme principles
and goals, Statute of the FTC, financial
documents and a work report.
The
Assembly in its work can make: petitions,
claims, demands, conclusions - through
which it formulates attitudes of Tuzla
citizens on all matters from the life
of the city.
Article
12
All
FTC members can be present at the
FTC Assembly and take participation
by asking questions and making judgements
on any aspect of social, political,
economic or other aspects from the
life of a citizen. Thematic initiatives
for the Assembly can be submitted
in written form.
Based
on citizens' initiative or other FTC
bodies, the Board of Directors of
the FTC will determine and prepare
topics for the Assembly.
Article
13
FTC
Board of Directors is the executive
body of the Assembly and has 9 members.
FTC
Board of Directors is chosen democratically
at the Assembly, by over half majority
of the present members at the Assembly.
FTC
Board of Directors is making sure
that the FTC Statute is being implemented,
and of realisation of principles and
goals of the FTC.
Board
of Directors can be in session if
the over half majority of members
is present, and decision is considered
made if a majority of present members
voted for it:
performs the selection, that is appointing
the chairman of the Board, which are
acting in the FTC;
performs the replacement, that is
co-opting new members, up to one third
of its composition in the case of:
inactiveness of members, leaving FTC,
death and determination of a mistake
in the work of the Board of Directors
members,
performs selection and appointing
of the FTC Secretary,
makes decisions on criteria for awarding
FTC Charter and Letter of expressing
gratitude.
In
case of replacing the Board of Directors
member cause by inactivity or a mistake
in work, the procedure is carried
out through a secret voting.
Final
word on personnel changes within the
Board of Directors has the first following
Assembly.
Article
14
Members
of the FTC Board of Directors are
equal, their mandate is two years,
and each mandate can be prolonged.
Article
15
Members
of the FTC Council are invited at
the sessions of the FTC Board of Directors,
and presence of the president of the
Council is obligatory.
Sessions
of the Board of Directors are mostly
public.
Article
16
FTC
Board of Directors is obliged to ask
for the opinion of the FTC Council
in all for the FTC strategic matters
(such as changes and amendments to
the Statute and similar).
Article
17
FTC
Board of Directors prepares the Assembly,
verifies public announcements and
gives its judgements on occurrences
and events on behalf of FTC.
Public
activity of the FTC Board of Directors
requires agreement of more than half
of its members.
For
its work, Board of Directors is responsible
directly to the FTC Assembly.
Article
18
President
and two vice-presidents of the Board
of Directors are at the same time
president and vice-presidents of FTC.
The
Assembly chooses president and two
vice-presidents of the Board of Directors,
that is of FTC, by over half majority
of votes of members that are present,
with a mandate of two years, where
each of the mandates can be prolonged.
Article
19
FTC
President:
convenes sessions of the Board of
Directors at least two times a month,
presides sessions of the Board of
Directors, and performs a duty of
the FTC Assembly Chairman,
represents FTC, and
makes sure that FTC Statute is being
implemented.
Article
20
In
the case of absence or being prevented,
president is substituted by vice-presidents,
and in case of their absence or being
prevented, other members of the Board
of Directors who are authorised to
do so by the Board of Directors Chairman.
Article
21
FTC
Council is an advisory body that consists
of at least 30 respectable Tuzla citizens.
The
Assembly chooses FTC Council, by over
half majority of votes of members
that are present, for a period of
four years, where each of the mandates
can be prolonged.
The
Council can replace and co-opt up
to one third of members until the
Assembly is in session, which conducts
the replacement of old and verification
of new members of the Council.
Replacement
of the Council members is conducted
because of inactivity in work, mistake
in work, leaving FTC or death.
When
a member of the Council is being replaced
because of inactivity or mistake in
the work, the procedure is conducted
through a secret voting.
In
decision-making, members of the Council
are equal, and every year they chose,
among themselves, one president and
one vice-president.
Chairman
of the FTC Board of Directors, by
function, participates in the work
of the Council.
Article
22
The
Council can independently give initiatives,
suggestions and proposals to the FTC
Board of Directors. The Board of Directors
is obliged to organise a discussion
on that occasion and to inform the
Council on its position.
Article
23
Specific
regulations on the work of he Council
will be determined by a written operating
procedure.
Article
24
FTC
Board of Directors appoints the FTC
Secretary, who performs this activity
in a professional manner.
For
the position of the FTC Secretary
the person chosen must have at least
high school education completed, must
accept programme principles and goals
of the FTC, and would be desirable
if the person speaks one foreign language.
Article

FTC
Secretary performs following functions
and tasks:
prepares materials that are taken
into consideration at sessions of
the Board of Directors and of the
Council, and keeps record at these
sessions,
follows the implementation of decisions
and coordinates work of the FTC working
bodies,
organises financial - material documentation
and every three months informs the
Board of Directors on the FTC financial
situation,
performs other duties when authorised
by the Board of Directors.
For
its work, FTC Secretary is responsible
to the Board of Directors.
FTC
Secretary is financed out of FTC funds,
in an amount determined by the Board
of Directors.
Article
26
FTC
members can be all citizens from the
Association's area of work, who accept
the purpose of its founding and the
Statute.
One
becomes the FTC member by signing
an application form.
Article
27
Rights
of the FTC members are:
to participate in the work of the
FTC,
to chose and be chosen in the FTC
bodies,
to give suggestions and remarks in
regard to the FTC work.
Article
28
Duties
of the FTC members are:
to participate in the work of the
FTC,
to intercede for the realisation of
programme goals and to support FTC
in implementing decisions and conclusions
of its bodies.
Article
29
FTC
membership cease to exists:
by stepping out,
death,
excluding because of the difficult
violation of programme principles
and FTC rules of work and acting.
Decision
on exclusion is made by the Board
of Directors; to file a complaint
to the FTC Assembly against this decision
is allowed. It must be filed in a
period of 30 days since the decision
is made. The decision of the Assembly
is final.
Article
30
Ways
of FTC work are:
public tribunes, round tables, lectures,
thematic assemblies,
announcements and stating opinions,
media participation,
support and protest gatherings,
suggestions to the official bodies,
art and cultural programmes (exhibitions,
performances, etc.),
seminars and counselling,
cooperation with systems of communication,
humanitarian activities,
promotion activities, publishing activity,
radio and TV jingles, posters, etc.,
cooperation with institutions, forums
and facilities,
organising and giving all kinds of
services (intellectual, computer services,
legal and other) to members of associations,
computer science activity.

31
Individuals
and organisations that contributed
with their work to affirmation of
the FTC goals and principles, FTC
will award with a FTC Charter or a
Letter of expressing gratitude.
Article
32
Material
and financial funds necessary for
the work of FTC will be provided from:
membership fee,
voluntary contribution made by individuals
and corporate bodies,
funds,
donations made by business and social
organisations,
its own funds from the ways of acting,
other sources of revenues.
FTC
Board of Directors manages material
and financial operations.
Article
33
FTC
can cease with its work only based
on legal regulations. In case that
FTC ceases to work, the Board of Directors
makes the decision on conferring and
transferring property to the Fund
for revitalisation of Tuzla city.
Article
34
Operating
procedure will regulate all matters
that are of organisational, technical
or administrative nature, which are
not regulated by the Statute.
Article
35
Each
member of the FTC can give proposition
for changing and supplementing the
Statute; changing and supplementing
of the Statute will be conducted in
a manner and procedure that is established
for its adoption.
Article
36
This
Statute is into effect from the date
of its adoption at the FTC Assembly.
