During January and February 2006,
there were no meetings of Urban Culture’s
members because all members of Urban
Culture are students and in this period
is examination period.
Workshop
"How to Reach Local Youth Policy"
Representatives of Urban Culture of
Forum of Tuzla Citizens Emina Babovic
and Mirela Arifovic participated in
the workshop “How to Reach Local Youth
Policy”. The workshop was organised
from February 27-28, 2006 by Helsinki
Citizens Assembly (hCa) Tuzla. This
workshop is one of the activities
of regional partner project “Young
People’s involvement in Decision-making
Process”, which main stakeholder is
“Civitas Foundation for Civil Society”
Kluz, Romania. Workshop was attended
by 25 participants, representatives
of local government from Zvornik and
Tuzla, non-governmental organisations
and representatives of Tuzla Canton.
Trainer of the workshop was Danijel
Dragicevic from Multimedia Youth Centre
Zvornik.
During the first day of the workshop,
participants were split in groups
and they were answering on questions
such as “Definition of youth policy
and civic participation”, “How young
people are informed with the key questions
and which sources of information and
communication are used for youth involve
in decision-making process” etc.
During the second day of workshop,
participants were informed about the
process of creation of youth policy,
and together with the trainer they
defined what strategic plan is, and
what does it consist. Participants
were split in two groups: Tuzla and
Zvornik. Group Tuzla defined steps
that should be undertaken in order
to create youth policy, while group
Zvornik, since they already have created
strategic plan, defined next activities,
which should be undertaken so that
their strategic plan could be adopted
on the next session of Assembly of
Zvornik Municipality. First task of
group Tuzla is to form work group
that will create youth policy of Municipality
of Tuzla. It also was agreed that
till the end of March, three meetings
of work group will be held, when the
work group will be formed, idea will
be presented, concrete action plan
defined, the analysis of work will
be done and research will be started.
Meeting
of Urban Culture’s Members
The first meeting in new 2006 was
held on 10th March. The meeting was
also attended by Nedim Begic, representative
of Different Style the music organisation
for promotion of electronic music.
Members were informed about the common
project of Urban Culture and Different
Style that will be realised in April.
It is about action of cleaning of
ruined cultural monument “Discus Thrower”.
The aim of this action is raising
the awareness of young people on cultural
heritage of their town and country.
Realisation of action is planned for
April 2006, which will include DJ-ing,
by Different style while some of the
local enterprises will provide food
and drinks for volunteers. Volunteers
were delighted and more then ready
to participate in this action. Then,
Mirela Arifovic the co-ordinator of
Urban Culture informed attendants
that Youth Information Agency will
organise the action “Sheep and Snail”
on March 18th, on Korzo in co-operation
with Urban Culture. This street action
will include collection of signatures
for the campaign “Sheep and Snail”
- citizens’ support to eight demands
of youth which were placed in summer
2005 in front of the Parliament of
BIH. similar activities were held
in Bihac, Banja Luka, Zenica, Zvornik,
Sarajevo and Mostar. The second activity
of Youth Information Agency in Tuzla
is promotion of the hand-book “Active,
Young and Sexy” which is dedicated
to young people, which offers them
possibilities to get ideas how to
become socially active. The handbook
will be promoted during the party
in Club 65 in the evening hours of
March 18th. Since the Urban culture
will provide technical help to Youth
Information Agency in realisation
of this action, Youth Information
Agency also wanted that some volunteers
of Urban Culture join the action as
well as to come to the party.
Meeting of the working group that
should be working on creation of youth
policy in Tuzla; that is creation
of action program for youth, was held
on March 15th, 2006, in the Youth
House Tuzla. Representatives of Urban
Culture of Forum of Tuzla Citizens-Mirela
Arifovic and Emina Babovic attended
this meeting. Meeting was also attended
by representatives of non-governmental
organisations, Ministry of Internal
Affairs, Pedagogical Institute and
others. The example of the Memorandum
on co-operation for creation of the
action program for youth, as well
as example of the action plan which
is already created in Municipality
of Zvornik and which should be adopted
on the Session of the Municipality
Council were presented during the
meeting. Edin Mukinovic also asked
attendants get approval for signing
the Memorandum from authorised persons
in their organisation.
Street
Campaign "Sheep and Snail",
March 18, 2006
In co-operation with Urban Culture
of Forum of Tuzla Citizens, the Youth
Information Agency realised the street
campaign that included collection
of signatures of citizens as the sign
of support for eight demands of youth
that were placed in summer 2005 in
front of the Parliament of BIH. Citizens
were signing flyers that contained
text: I will not give my vote to the
political party… which does not want
to invest in youth of BIH and which
will not actively work on following
tasks in period until the General
elections:
1. Adoption of the Law on High Education
2. Creation of special instruments
for employment of young people
3. Creation of special section/department
for youth issues
4. Establishment of Foundation for
Children and Youth of BIH
5. Give the Barrack “Marsal Tito”
Sarajevo and “Vrbas” Banja Luka to
universities
6. Providing all schools in BIH with
computers from funds of three telecoms
7. Planning of strategy how to include
young people who are from BIH but
live abroad, to participate in development
of BIH
8. Opening of youth centres in cities
of BIH
During
the occasion, volunteers of YIA (from
Sarajevo, Banja Luka, Bihac …) and
volunteers of Urban Culture collected
a great number of signatures of Tuzla
citizens. Promotion of the handbook
“Active, Young and Sexy” was held
in evening hours in Club 65.
Local
Youth Policy
The second meeting of the working
group for creation of action plan
for youth was held in Municipality
of Tuzla on March 24th. Representatives
of the Municipality of Tuzla attended
this meeting. Mirela Arifovic and
Faruk Nurkanovic represented Urban
Culture of Forum of Tuzla Citizens
on this meeting. During the meeting,
attendants expressed their readiness
to sign the Memorandum on co-operation
on creation of action plan for youth.
It was discussed about the objectives
of action plan, finances, and working
plan as well as about the certain
fields of work that should be treated
during the creation of action plan.
The official signing of the Memorandum
on co-operation on creation of action
plan for youth of Municipality of
Tuzla was organised on April 7th,
2006. The memorandum was signed by
representatives of non-governmental
organisations: Helsinki Citizens Assembly
Tuzla, Forum of Tuzla Citizens, Cult
BIH, DC Flamenco, Youth Parliament
Tuzla, Sa E Roma-Youth Active as well
as by representatives of Municipality
of Tuzla, Municipal Council Tuzla
(Commission for Youth, Education and
Sports), Pedagogical Institute Tuzla,
and Ministry of Internal Affairs of
Tuzla Canton. Emina Babovic signed
the memorandum on behalf of Forum
of Tuzla Citizens. The mentioned ones
are members of the working group for
creation of action plan for youth
of Municipality of Tuzla and are committed
to co-operate during the creation
of the action plan. Principles of
co-operation, mutual rights and obligations
will be defined during the creation
of action plan for youth.
Training
"Activist’s Management"
Banja Luka, April 14 – 17, 2006
The member of Urban Culture, Oliver
Jovic, participated in training "ACTIVIST’S
MANAGEMENT" organized by the
Youth Communication Centre (YCC) from
April 14 – 17, 2006 in hotel “Bosna”
in Banja Luka. This training was a
sequel, to be more precise advanced
level of the training that was held
on December 2 – 6, 2005. In three
days of training, 20 members of NGOs
and social centres from the whole
BiH learned the skills of activist’s
management which are supposed to be
applied in their organizations in
the following period. Danijela Juric
from VSO and Jugoslav Jevdjic from
YCC were trainers to this seminar.
Besides lectures, participants worked
in groups and through teamwork managed
to reach some important conclusions.
During this training some these topics
were covered: planning of activist’s
management, making contract with activists,
rejecting and/or firing of activists,
developing of evaluation forms, maintaining
of activists and recognising their
work. Making contract with activists,
rejecting and/or firing of activists,
maintaining of activists and recognizing
their work were the most interesting
topics as well as the most important
ones. Through team work participants
made an experimental form of activists’
contract. Lobbying of municipal, entity
and canton authorities on enforcing
the law on activist’s management was
also discussed. During the three days
of training all participants showed
a great degree of commitment, and
collaborations between various organizations
were also established. Trainers to
this seminar Danijela Juric from VSO
and Jugoslav Jevdjic from YCC did
a remarkable job and through interactive
and practical work enabled participants’
better understanding of covered topics.
YCC Banja Luka provided great working
conditions to the participants, accommodation
and food. The hope remains, that here
will be more seminars of this kind
for strengthening of the NGOs’ capacities
in the future period.
Global
Youth Service Day – April 23, 2006
Forum of Tuzla Citizens - Urban Culture
organised the event on the Global
Youth Service Day on April 23, 2006
in Tuzla, Bosnia and Herzegovina.
The event included cleaning of the
area around monument "Discus
Thrower", which author is famous
sculptor from Tuzla- Franjo Leder.
In the evening hours lecture on topic
"Cultural Heritage of Tuzla -
Franjo Leder - Discus Thrower"
was organised.
Twenty volunteers of Forum of Tuzla
Citizens - Urban Culture participated
at this action. They collected trash,
branches, painted the round part of
the monument, trash cans, planted
the flowers, while the famous artist
from Tuzla, Emir Sehanovic, painted
graffiti on the walls of surrounding
garages. With the support of the Department
for Communal Issues, our volunteers
placed new benches, while the old
ones were repaired and painted. Music
organisation Different Style from
Tuzla was in charge for music and
catering during the action.
In the evening hours, in "The
Club 65", the lecture on topic
"Cultural Heritage of Tuzla -
Franjo Leder - Discus Thrower"
was organised. The speakers were Mr
Cazim Sarajlic, Director of the International
Gallery of Portraits Tuzla, and Mr
Mirsad Bakalovic, Custodian of the
East Bosnia Museum. Mr Cazim Sarajlic
talked about life and work of the
academic sculptor Franjo Leder, and
about the importance of his works
by which our town is recognised in
the world. Mr Mirsad Bakalovic, the
Custodian of the East Bosnia Museum
pointed out some important cultural
characteristics of Tuzla, which are
destroyed because of the sinking phenomenon
in Tuzla. Those can be remembered
only by pictures and written documents.
He emphasized importance of protection
and preservation of cultural and historical
heritage and mentioned three places
in Tuzla that can be proclaimed as
cultural values and put under adequate
protection of the Institute for Protection
of Cultural and Historical Heritage
of BiH.
During the lecture, the speakers talked
about the materials that Franjo Leder
used for his works, his education
and other interesting facts related
to his life.
For this occasion, volunteers of Forum
of Tuzla Citizens – Urban Culture
prepared boards that contained pictures
and texts about Franjo Leder and his
work.
Aim of this action was to influence
the awareness of young people as well
as all citizens of this town about
cultural and historical monuments
in Tuzla, and to raise their awareness
about town cleanliness, which is the
culture of behaving.
Volunteers of Forum of Tuzla Citizens
– Urban Culture wanted to use the
Global Youth Service Day to give a
good example to their peers as well
as to all Tuzla citizens, and to show
that such a little effort and willingness
can make things better and more beautiful.

Conference on Attacks of Vandalism
on Cultural Monuments in Tuzla
On April 28th, 2006, Forum of Tuzla
Citizens- Urban Culture held a conference
on recent attacks on cultural monuments
in Tuzla, and attempts to destroy
cultural and historical heritage of
our city.
Speakers were Mirela Arifovic, Emina
Babovic, Oliver Jovic and Armin Dervoz.
They talked about the latest action
that Urban Culture organised on the
Global Youth Service Day. In that
way young people-members of Forum
of Tuzla Citizens-Urban Culture wanted
to send a message to all their peers
that they can accomplish a lot of
things with little effort and willingness.
Emina Babovic talked about previous
work and projects that Urban Culture
realised. Oliver Jovic expressed the
attitude of Urban Culture towards
recent attacks of vandalism on cultural
and historical heritage in Tuzla and
send appeal to all citizens, especially
to young people, to take part at fight
against it and in that way to prevent
further destroy of our town. Armin
Dervoz invited all young people who
are interested to join our group and
emphasised that Urban Culture is open
for co-operation with other non-governmental
organisations on all projects from
which young people can benefit. He
also expressed hope that Tuzla citizens
of all ages will recognise our efforts
that they will join us in greater
number in some future action, and
that local communities will provide
greater support for youth activities.

08.06.2006. – members of Urban Culture
of Forum of Tuzla Citizens took part
in a TV show “Zabranjeni Forum” at
PINK BH. The topic was “Citizens’
Courage” and with other participants
members of Urban Culture of FTC had
the opportunity to ask various questions
guests of this TV show.

13.06.2006. - members of Urban Culture
of Forum of Tuzla Citizens participated
in a debate “Youth in Politics” organized
by Radio Slon and Konrad Addenauer
in Teatar Kabare, Tuzla.
Debaters were members of youth sections
of the most influential political
parties in Tuzla Canton. The discussion
was about the position of the youth
in political parties, their work etc.
Seminar
"Mark These Elections"
Emir Hadzic, Mirela Arifovic and Jasmin
Kurtic members of Urban Culture of
Forum of Tuzla Citizens participated
in seminar “Mark These Elections”
organized by hCa Tuzla in hotel Bristol
on June 26 – 27, 2006. This was the
first seminar out of the three planned
and each of them is conceptualised
as an indicator of youth’ active involvement
in electoral process.
This seminar and the next two have
educational-interactive character
and the youth can actively influence
creating of pre-election campaign
which hCa will organize at the end
of September 2006.
The facilitator of this seminar was
Aleksandar Zivanovic from hCa Banja
Luka and the lecturer was Vehid Sehic,
president of Forum of Tuzla Citizens
and member of electoral commission
in Bosnia and Herzegovina.
"Shake
Up the State"
During the campaign "Shake Up
the State", Info caravan of the
Youth Information Agency (YIA) came
to Tuzla on July 20, 2006. The local
partner to YIA was Urban Culture of
Forum of Tuzla Citizens.
During Info promotion, activists of
YIA BiH and Urban Culture of FTC distributed
Info brochures about elections, introduced
them with electoral process and the
importance of their participating
in them. Besides having the opportunity
of informing about elections, the
youth were introduced to the first
Bosnian social game “Play, Win, Vote!”,
created by members of YIA in order
to clarify the principle of electing
and deciding to the youth, when they
come in the situation to elect or
to be elected.
In café Desperados two groups of eight
players played Bosnian social game
“Play, Win, Vote!” after distributing
of promotional materials. In one of
the groups, the winner was a member
of Urban Culture of FTC Majda Junicic
and won the trip to Sarajevo on September
3.
The
Project "Info Board"
During the August the Urban Culture
of FTC started with the implementation
of the project "Info board".
Mott Foundation and the Municipality
of Tuzla financed the project. The
aim of the project is to inform young
people in Tuzla in order to influence
on their activism, because young man/women
can only be active if he/she has information.
Info board is placed in the centre
of the city, in front of the office
of Forum of Tuzla Citizens. Useful
information for young people about
stipends, scholarships, seminars,
training, actions, projects etc. are
updated everyday.
Participation
in TV Show "Open Parliament"
On BHT 1, September 15, 2006
The Youth Information Agency BiH invited
members of Urban Culture of FTC to
participate in TV show "Open
parliament" on BHT 1, on September
15th, 2006. . This TV show is realised
by Youth Information Agency, Radio
Free Europe, BHT 1, and OSCE. Topic
of two episodes of this TV show, which
were shot that day was "Youth
and Elections".
Audience i.e. participants were students
from 5 Universities in BIH (Sarajevo,
Bihac, Tuzla, Mostar 1 and Mostar
2) as well as representatives of several
youth non-governmental organisations
from BiH.
The guests were representatives of
18 political parties i.e. candidates
for General election 2006. The concept
of this TV show is that representatives
of political parties present programs
of their party dedicated to youth
and has 2 minutes for that, and then
audience (students and representatives
of youth non-governmental organisations)
has opportunity to ask concrete questions.
The focus of the questions should
be on education, employment, visas
and place for living. The research
among young people showed that these
are the greatest problems of young
people in BIH.
Members of Urban Culture of Forum
of Tuzla Citizens took active participation
in this TV show and asked great number
of questions.
Campaign
"Vote Against", September
2006
During September 2006 Urban Culture
of Forum of Tuzla Citizens realised
the project “Vote Against” which aim
was to influence on young people to
vote during the General Elections
on October 1st, 2006. Co-ordinator
of the project was Mirela Arifovic.
Central
Manifestation of the Campaign "Vote
Against" –September 14, 2006
The central manifestation of the campaign
“Vote Against” took place at Korzo
on 14th of September 2006. During
the manifestation everyone, passers-by
had the opportunity to write their
questions to candidates of political
parties on the following elections,
and those questions we addressed to
the candidates on the public tribune
in the cinema “Art”. The activists
of Urban Culture FTC distributed promotional
material of the campaign, flyers,
notebooks and magazines of AEOBIH,
and Adnan Hamidovic – Frenkie, the
promoter of the campaign, joined the
activists as well. DJ Soul was a deejay
during the manifestation. He played
socially provocative songs in order
to influence the young people and
all citizens because it is high time
they changed the situation in a country.
The change in a country will happen
if they go to the electoral polls
on October 1, 2006.
A large number of people supported
and greeted members of Urban Culture
FTC, especially young people for this
type of activity and from the 14th
of September 2006 Urban Culture of
FTC has ten new members.
Distribution
of Promotional Materials of the "Vote
Against" Campaign In Srebrenik,
Lukavac And Gracanica
After the central manifestation of
the campaign, activists of Urban Culture
FTC promoted the other activities
of the “Vote Against” project – the
public tribune in the cinema “Art”,
concert in Club 65 with Frenkie and
Defence. The youth from these municipalities
showed no interest for the elections
and political situation in the country,
and our activists tried to encourage
them and animate to go to the polls
on 1.10.2006. They said if there was
no one to vote for, the youth can
vote against those who brought our
county in situation like this
The
Public Tribune – September 20, 2006
The public tribune took place on 20.9.2006
in the cinema “Art” where represenatives
of eleven political parties participated,
and they are: Robert Jovanovic (E-5),
Dusko Stevanovic (SNSD – Milorad Dodik),
Selma Novalija (SBiH), Mirza Kusljugic
(SDP), Ismar Kutlovac (LDS BiH), Salko
Bukvarevic (SDA), Rado Pejic (HDZ
– Croation coaolition – HNZ, HSP),
Danijel Senkic (BOSS-SDU BiH), Almir
Arnaut (BPS – Sefer Halilovic), Denis
Dedajic (Movement for Changes BiH)
and Ivica Ivanic (HSP- Djapic- Dr
Jurisic and NHI – Coalition for Equality).
Faruk Mustacevic was a moderator of
the tribune. After the introductory
speech of moderator, each candidate
got three minutes to represent the
program of the party they come from.
The emphasis was on employment, education,
culture, and social politics. During
the central manifestation and distribution
of promotional material in Srebrenik,
Lukavac, and Gracanica, Urban Culture
of FTC analysed the questions and
saw that 95% of the questions were
from the aforementioned fields. When
three minutes were up, a member of
Urban Culture of FTC by a whistle
blow announced that it was other candidate’s
turn. After having finished with their
speech, moderator asked several questions
concerning employment and education
- fields citizens were interested
in. the candidates gave the answers
and then the audience got the opportunity
to address the candidates. Most of
the questions were addressed to Mr.
Salko Bukvarevic, representative of
Democratic Action Party (SDA), and
questions were about the previous
term of the party, because it was
the ruling party in Tuzla Canton.
The audience was also interested in
employment, education, culture, and
social politics, and therefore asked
questions regarding these areas of
life. The public tribune lasted from
14:00 – 16:00 and there were around
120 of the young people. Participants
of the tribune supported members of
Urban Culture of FTC for organising
this kind of event. They had the opportunity
to directly address the candidates
of the political parties and make
even better choice when it comes to
electing on October 1, 2006.
Concert
– Frenkie and Defence – Club 65, September
30, 2006
On September 30, 2006, the day of
pre-electoral silence, and as a part
of the “Vote Against” Campaign, Adnan
Hamidovic – Frenkie and Defence performed
in Club 65.
At the entrance of the Club members
of Urban Culture of FTC distributed
promotional material and talked with
the visitors about the campaign, the
importance of voting during elections
etc. They also tried to encourage
them to vote on the following General
Elections. During their performance,
Frenkie and Defence invited all young
people to go to the polls on the following
day, October 1, 2006 and to vote against
those who brought the youth into the
situation like this. Damir Smigalovic
(VJ Schmigi) was in charge of VJ-ing.
Members of Urban Culture of FTC prepared
a large material of famous quotations,
parts of the songs and those were
presented on the screen (don’t give
up the fight, fight for your dreams,
you’ll be OK, because there’s no one
like you in this world, during the
fight they’ll try to pull you down,
but let’s use this opportunity to
change the things and tonight we can
truly say that we’re invincible etc.).
The photographs that showed social
situation in Tuzla and passivity of
the youth (beggars, people’s kitchen,
a large number of the youth in cafes),
GROZD etc. – were also a part of VJ-ing.
All of the aforementioned things were
supposed to influence the young people
to elect the authorities that will
be able to improve the situation in
the country. Around 2000 of the young
people were present on the concert,
from Tuzla and neighboring municipalities,
who heard for the concert from the
activists of members from Urban Culture
of FTC, during the promotional part
of the “Vote Against” campaign. There
were no incidents on the concert.
"Shake
Up the State", Tuzla, September
2006
During September 2006, Urban Culture
of FTC was the local partner to the
Youth Information Agency BiH, in realization
of the campaign "Shake Up the
State", the goal of which was
to encourage the youth to vote on
this years elections. So during this
campaign on September 25, 2006 Info
promotion took place, and on the following
day, September 26, the Auction. During
Info promotion, promotional material
was distributed (T-shirts, posters,
timetables, games, and flyers for
SMS game). The promotional stand with
materials of Info promotion was put
at 10:00 a.m. in Tuzla pedestrian
zone (the most crowded part of the
town) Korzo. The local music organization
Different Style was in charge of music
and they also played the promotional
jingle of the campaign "Shake
Up the State".
Activists of Urban Culture of FTC
invited the youth to vote at the elections,
explaining them the purpose and the
goal of Info promotion, announcing
the Auction planned for the next day
and invited them that at 13:00 a.m.
to play the first social game “Play,
Win, Vote!” at café Riyadh.
Great number of the young people was
interested for Info promotion and
they eagerly talked to the activists
of Urban Culture FTC, but the greatest
interest was for the SMS game. At
13:00, in café Riyadh on Korzo, two
teams played social game “Play, Win,
Vote!” After the first round of the
game, the youth was absolutely delighted.

"The
Auction", September 26, 2006
This auction took place at Soni trg.
Stands with the name of political
parties were placed from the square
in order to provide some kind of order
and easier passing by of the citizens.
The stand with promotional materials
of the campaign “Shake up the State”
was placed at the end of the square,
and DJs from Different Style were
in charge of the music and campaign
jingles.
One group of activists from Urban
Culture of FTC prepared the performance
in the shape of labyrinth, symbolizing
Bosnia and Herzegovina, where roads
are so complicated and tangled, and
the entrance is clearly pointed out,
but with no way out. At the entrance
of the labyrinth, there is a table
where the youth could write their
own attitude connected to the current
situation in Bosnia and Herzegovina,
alluding to the labyrinth. Comments
from the table are signifiers of the
sentiment among the young people,
denoting some really optimistic stands,
while other comments were totally
opposite from those ones. Labyrinth
was really attractive to the media
and participants, and some of them
dared into the adventure of finding
the way out from Bosnia and Herzegovina,
in every possible way.
The activists were separated in teams
which distributed the rest of the
promotional material. They invited
the youth to come to Soni trg and
ask the candidates about the following
elections everything of their interest,
to ask for the clarification for everything
unclear to them, and to achieve a
direct communication with the potential
politicians and find out what sort
of programs they offer to the youth.
A thing worth mentioning is that some
parties took really seriously their
tasks by coming earlier and asking
the organizer about positioning and
decorating of their stands, as well
as what they are allowed to do during
the activity and what they are not
allowed. Unfortunately, only eight
parties came to the Auction, from
25 of those invited. Parties that
came with great ease equipped their
stands, impatiently waiting for the
questions from the youth.
The turnout of the youth was low,
but to be more precise, a great number
of the youth was circulating through
the square and a very small number
dared letting themselves in conversation
with the candidates. Several of the
bravest young people approached some
of the stands (there was a group of
5-8 young Tuzla citizens at every
stand) asking questions, and at some
of the stands you could hear very
interesting discussions, conflict
between the candidates and the young
people, exchange of ideas, opinions
and experiences in working with the
youth.

in "The Summer School of Democracy
and Social Justice", September
2006
From September 21st to 24th, 2006
member of Urban Culture of FTC and
the President of Assembly of Forum
of Tuzla Citizens participated in
"Summer School of Democracy and
Social Justice" which was held
on Supetar/Brac (Croatia). Organizers
of the schools were TOD (Transition
to Democracy) and Citizens' Board
for Human Rights from Zagreb. Seminar
had around 20 participants, senior
activists of civil society and youth
activists (students) members of youth
sections from the ex-Yugoslav area
(except Macedonia and Slovenia).
The first day (21st September) passed
in arrival of participants and informal
meetings. The program of the school
had two parts, the morning part (from
9.30-12.00 o’clock) and afternoon
part (from 17.00-19.30 o’clock) including
discussions after every lecture.
During the second day, following topics
were treated:
- Possibilities for degenerations
of democracy (moderator: Zoran Pusic-
Citizens' Board for Human Rights)
- Science and democracy (Miroslav
Radman-MEDILS)
- Civil society between service and
mission (Lino Veljak- Faculty of Philosophy,
Zagreb)
- Development of democracy in the
region (Pero Jurisin-STINA)
- Economical sustainability versus
social instability (Jagoda Milidrag
Smid-SSSH)
- Globalizations and repercussions
on the region (Milan Gavrovic independent
journalist)

September was dedicated to following
topics:
- Gender dimension of memory – about
politics of memories (Vesna Kisic-
independent journalist)
- Judiciary and war crimes (Mladen
Bajic- State lawyer of Republic of
Croatia)
- From regional cooperation of non-governmental
organizations towards political cooperation
in the region (Vehid Sehic-Forum of
Tuzla Citizens)
- Concrete examples of cooperation:
Regional networks (Aleksandar Popov-CENTRAG)
Participants also had opportunity
to see two episodes of documentary
“They Talked Differently” which was
produced by Igman Initiative.
During the last day of the school
following topics were treated:
- International factors and Western
Balkans (Bogdan Denic-TOD)
- Relations in the region, reality
and perspectives (Zlatko Dizdarevic-
independent journalist). Students
evaluated this lecture together with
the lecture by Mialn Gavrovic, as
the most interesting.
Organization of this year’s school
was on high level. Attitude of senior
colleagues towards the young ones
was great. There were no generation
barriers. Students also had great
relations, even they were different
nationalities and religions, by which
our member was really impressed. Unfortunately,
one incident happened. Student from
Croatia said some inappropriate and
offensive things about students from
Serbia, Bosnia and Herzegovina and
Montenegro, which can be compared
with the politics of Ante Pavelic
and political party NDH. One of the
organizers Bogdan Denic promised continuation
of the summer school in next year,
which already become a tradition,
and emphasized possibilities for common
projects.
Participation
in the Youth Program, October 1, 2006
At the invitation of the Youth Movement
Revolt, members of which has their
own radio show, activist from Urban
Culture of FTC – Emina Babovic, was
guest on this show on the Election
day October 1, 2006. The show was
dedicated to the analysis of pre-election
campaigns lead by political parties
during September 2006, as well as
to the different activities of various
organizations in order to encourage,
and therefore increase the number
of the young voters in General Elections
2006. Hosts of the show were Dinko
and Azra, and guests were Damir for
the YM Revolt and Emina Babovic for
Urban Culture of FTC.
In this radio show Emina revealed
all activities Urban Culture of FTC
realized in September in order to
influence on the awareness of the
young voters, present the importance
of voting, that is the process of
electing of our representatives, who
will be making decisions for us in
the next four years, in a new original
way.
She also mentioned the central manifestation
of the campaign “Vote Against” which
tool place on September 14, 2006 at
Korzo of Tuzla. In that event, activists
of Urban Culture of FTC distributed
promotional materials and in a direct
contact with the youth explained the
importance of voting and invited them
that on October 1 go to election polls,
promoting their slogan of the campaign
Vote Against (those you think brought
the state in this position).
The public tribune from September
20, 2006 was also mentioned. The public
tribune took place in the cinema “Art”
with the representatives from almost
all political parties, and the youth
had the opportunity to directly ask
candidates various questions. The
tribune was rated as very successful
by the moderator of the radio show
and from the second guest in the studio,
concerning the fact that all invited
candidates participated in the tribune
and that the tribune itself was made
in an unusual way, and precisely this
was the reason of the great number
of young people who participated in
this stand.
The concert, with Frenkie and Defence,
held in Klub 65 on September 30, 2006
was also mentioned. The purpose of
the concert was that they, as the
role models of the young people, send
the message about the importance of
going to the election polls. Great
number of people at concert confirmed
that the youth communicate at a very
special way, in special language,
and that the music is the language
all the young people understand really
well and some of them speak really
well.
In the show, the collaboration between
Urban Culture of FTC and YIA BiH was
also discussed and attendance to the
TV show “Otvoreni parlament” (Open
parliament) by the members from Urban
Culture of FTC , organized by YIA
BiH, BHT 1 and OSCE. During the radio
show, it was pointed out that this
was the great opportunity for the
voice of the youth to be heard loudly
and clearly, and that the youth should
have more opportunities of this kind,
because being present in media is
surely one important pre-condition
for building up or the change of consciousness
among the youth when it comes to various
aspects of their lives.
Participation
in the Programme of Tuzla Television
Regarding the Elections October 1,
2006
A journalist of Tuzla Television invited
representatives of Urban Culture of
FTC to participate in open-air programme
regarding elections, since Urban Culture
of FTC is one of NGOs that organised
certain activities during pre-electoral
period. Mirela Arifovic and Armin
Dervoz went to Tuzla Television, as
representatives of Urban Culture of
FTC. They talked mostly about “Vote
Against” project, activities and other
projects of Urban Culture of FTC.
Mirela Arifovic, coordinator of Urban
Culture of FTC pointed out that members
of Urban Culture of FTC will monitor
the elections. Members of Urban Culture
of FTC want to determine whether the
number of young people who will go
the polls will be larger comparing
to the local elections. On the local
elections, members noticed the rather
small number of the youth who voted.
Monitoring
Of General Elections –October 1, 2006.
On October 1st, 8 members of Urban
Culture of Forum of Tuzla Citizens
monitored the voting process during
General Elections, as some kind of
evaluation of the project “Vote Against”
which was realized by Urban Culture
of FTC during September 2006 with
the aim to influence on young people
to vote during the elections, and
take more active role in social and
political life of community.
Members of Urban Culture of FTC visited
nine different election polls.
Observations
of monitors:
- Members of Urban Culture of FTC
noticed that there was greater number
of voters on these General Elections
than on Local Elections 2004 when
they also monitored the voting process.
For our organisation, the number of
young voters was important. In addition,
there were lot more young voters than
in 2004. However, small number of
young people who are 18 years old
voted during these elections.
- The greatest problem during these
elections was that great number of
people was not on the lists of registered
voters in election polls where they
used to vote previously. Members of
the Election Boards gave telephone
number to people who had this problem.
By phone call on this number, they
could find out where they can vote
i.e. the name of the election poll.
- Members of the Election Boards were
not qualified for this job. Because
of this, they often made confusion
between voters, especially when it
comes to process of voting by blind
people and invalids who voted with
the help of family member. There were
cases when the members of the Election
Boards tried to vote for some voters.
- At one Election poll, one page of
the lists of voters was missing. This
problem was solved in a way that it
was received by fax from Sarajevo,
and the voting process was continued
normally.
- During the elections, there were
monitors from political parties which
noted names of voters, and they should
not do that, because the right to
vote or not is the private thing of
every citizen.
Participation
in TV Show "Views" On TV
Tuzla
TV Tuzla invited members of Urban
Culture of Forum of Tuzla Citizens
to participate in political TV show
“Views” on October 9th, 2006. The
shooting of this TV show was realized
in theatre Cabaret in Hotel Tuzla.
The guests were representatives of
political parties which entered in
Canton’s Assembly: BOSS – SDU, SDP,
BPS, SDA, HDZ, SBiH, and People’s
Party “With Work For Progress”. The
President of the Cantonal Election
Board Mrs Nadira Asceric was also
invited as the guest.
Audience
had opportunity to ask questions to
representatives of political parties.
Almost all guests in audience asked
questions, but they did not have opportunity
to reply to politicians, because politicians
are well trained to avoid answers
to questions. Politicians also took
a lot of time with their monologues,
and moderators of this TV show did
not know how to stop them and to give
chance to audience to ask more questions,
because this TV show is made for them
i.e. citizens.
TV Tuzla followed example of other
media and realized TV show of interactive
character, but this task was not realized
in a qualitative way. Because of the
inexperienced workers or inappropriate
equipment the shooting of TV show
started one hour later then it was
planned. There were no enough tape,
and guests Salko Bukvarevic and Mirnes
Ajanovic were late, which was one
more reason why the shooting of the
TV show was late.
Artistic
and Literature Evenings in Club 65
Majda Junicic and Jasmin Kurtic, members
of Urban Culture of Forum of Tuzla
Citizens organized the night of poetry
in Club 65, on October 26th. Mirela
Arifovic, coordinator of Urban Culture
of Forum of Tuzla Citizens managed
to find space at Club 65 and by that
she enabled the realisation of this
idea, without writing projects and
finding any funds from donors.
One week before, we announced the
contest for young poets to participate
and enrich the literature night in
Club 65. Announcements were pasted
all over the town, and faculties also.
Participation of young poets from
Tuzla was planned for the first night.
Poet Sejla Sehabovic should come as
our special guest, but because of
obligation to her publisher, Sejla
cancelled her participation, but greeted
the idea and obligated us to inform
her regularly about our future activities.
During the first literary evening,
six young poets presented their work.
Young authors read their literary
work with appropriate music, made
breaks in changing, and had a full
freedom during their interpretation.
The visit was very weak, but expected.
Small number of young people came,
but they were true fans of art who
greeted our idea and told us that
we should place more posters through
the city so that the visit could be
greater. Impressions about this first
night were good. During the conversation
with some of our visitors, and with
participants we felt satisfaction
with the idea, and they told us, that
such evenings should be organised
much earlier in our town. The whole
idea was realized without any financial
support of sponsors, and Forum of
Tuzla Citizens provided technical
help for it.
On November 16th, the second poetic
evening was organized. Five young
poets and young violist Natasa Kakes
participated. Team of Radio and Television
of Tuzla Canton made a story about
this happening in Club 65, which was
broadcasted in their most popular
TV show “Nedjeljni kolaz” (“Sunday
Afternoon”). During the occasion the
coordinator of Urban Culture of FTC
Mirela Arifovc talked about the previous
activities of Urban Culture while
Majda Junicic presented the idea of
artistic evenings in Club 65, and
invited all interested ones to call
us, and schedule presentation of their
works.
Natasa Kakes opened the evening with
her performance. Young poets, Davor,
Melida, Mersa, Vildana read their
poetry sitting by the table on the
stage which was decorated especially
for that occasion. Adnan Hrvic then
played his performance “Glycerin Tears”,
sitting on the floor, beside 40 candles,
which formed the sign of internity,
aromatic wands and Indian linen. Pauses
between readings were followed with
appropriate music. .
November 23rd was dedicated to photography
exhibition of young Selma Delalic
and Boris Pejic. They placed their
works on the windows of the Club 65,
trying to put the exhibition in unusual
way. During the evening, two short
documentary films of young director
Damir Pejic were also played. Films
are about the life in Tuzla, and Damir
received the award for these films
as very talented director.
Participation
in the Seminar "Local Authorities
and Youth"
Member of Urban Culture of Forum of
Tuzla Citizens Jasmin Kurtic participated
in seminar “Local Authorities and
Youth” which was organized by Youth
Information Agency BiH from November
10th-12th, 2006 in hotel Terme, Ilidza.
Participants of the seminar were representatives
of youth non-governmental organizations
as well as representatives of local
authorities.
The first day of the seminar was dedicated
to presentation of the Youth Information
Agency BiH and its activities. On
the second day, participants, in groups,
should define the best way of communication
between youth and local authorities,
but unfortunately it did not happen
because two workshops of one hour
were held, while the rest of the day
passed in presentation of youth organizations
that were chosen by Youth Information
Agency. The third day should been
dedicated to making of conclusions,
but because there were small number
of activities during the previous
two days, the conclusions could not
be made.
Regional
Conference "The Role of Youth
in Struggle against Discrimination
and Intolerance in BiH"
The Youth Information Agency and OSCE
organized the regional conference
"The Role of Youth in Fight Against
Discrimination and Intolerance in
BiH" on November 6th, 2006 in
BIT Centre. Participants were high
scholars and representatives of non-governmental
organizations from Tuzla Canton.
Mirela Arifovic, Majda Junicic, Jasmin
Kurtic, Igor Nenadic, Amela Osmanovic
and Sanel Padzic attended the workshop
on behalf of Urban Culture of Forum
of Tuzla Citizens.
Before the workshop started two representatives
of OSCE explained some terms related
to context of discrimination and intolerance,
and emphasized that discrimination
should always be compared to someone
or something. Through the workshop
they also explained phrases such as
positive discrimination, which is
used on young talents, as well as
difference between intolerance and
discrimination so that participants
do not misinterpret those two terms.
After work in groups, the moderator
in cooperation with two representatives
of OSCE chose following problems:
discrimination on the basis of social
status/employment, religious and national
discrimination, discrimination of
Roma people, discrimination because
of the sexual orientation, discrimination
on basis of physical appearance, culture
– copyright, discrimination towards
people with disabilities and discrimination
on the basis of health condition (HIV/AIDS).
Members of eight formed groups made
sketches, afterwards the questions
were asked and constructive solutions
were given and suggested. Before the
end of the workshop moderator Jan
Zlatan Kulenovic and member of the
Initiative 21 presented books that
can be useful for nongovernmental
organization which are fighting against
discrimination. Some books that were
presented are: Domino, Compass, and
Introduction to Human Rights.
Visit
to Parliament of BiH
Youth Information Agency BiH organised
the visit of students of journalism
from whole Bosnia and Herzegovina
to Parliament of BiH, on November
16th, 2006.
Asim Saric the student of the journalism,
member of Urban Culture of FTC visited
the Parliament of BiH. Students visited
rooms and offices of the Parliament,
attended lecture on history of the
Parliament building, structure and
Constitution of Bosnia and Herzegovina.
TV Show “Open Parliament” was presented
during the lecture. The aim of this
TV show is to inform youth and present
them the work of Parliament. The project
is realized in cooperation with the
NGO sector with support of international
institutions. The goal is to influence
on greater interest of BH public for
the work of most important judiciary
body in BiH.
Conference
"Peace Building – Process and
Results"
The conference on “PEACE BUILDING
– PROCESS AND RESULTS” was held in
hotel “Tuzla” on November 18, 2006
and moderator of this conference was
Aleksandar Trifunovic, the journalist
from Banja Luka.
This conference had three openings,
and the first was the one from Dr.
Lejla Panjeta (Research Documentation
Centre, Sarajevo) on topic “The Process
of Reconciliation and Peace Building
in BiH”. The second was from Aleksandar
Zivanovic (Banja Luka) on topic “Obstacles,
Challenges and Possibilities of Peace
Building in BiH”. The last one was
from Ljuljeta Goranci Brkic “How to
Reach Long-lasting Peace and Stabile
Society”. Discussions followed after
every opening. Around forty persons
attended conference, and one half
of this number were young people.
Participants came from large number
of cities and municipal in BiH (Banja
Luka, Sarajevo, Vlasenica, Bratunac,
Bijeljina, Tuzla…)
