The fourth public tribune on improvement of legislation in the field of local self-government and initiative for passing of the Law on Local Self-government at the state level was held in Tuzla on October 10, 2007. Twenty participants responded on the FTC’s invitation. The good respond of the participants from the neighbouring municipalities from RS (Lopare, Sekovici, Zvornik, etc.) should be stressed.

Summary of the results of the discussion:
- All the participants supported the initiative. One of the MP in the Representatives House of the Parliament of BiH pointed out possible difficulties, since, according to his opinion, the initiative interfere in the jurisdiction of the entity. However, he expressed readiness to lobby for the project in the Parliament.
- Local communities as the lowest level in they authority system have to get their place in the BiH Constitution in order to protect rights and interests of the citizens.
- Participants from F BiH pointed out the necessity for establishment of the institution, as separate body or within certain Ministry, which would deal with the problems of the local community.
- The local community has to get wider competencies and these competences have to be followed by financial means, which was not the case in previous cases of transfer of the competencies from the higher level onto lower level of the authorities.
- Association of the Local Communities (and not only associations of the local communities of the entities), which is established at the state level, should be involved in the lobbying for placing of these acts into the parliamentary procedure. Association of the Local Communities should also support this project.
- Representatives of the local communities from RS briefly informed other participants on real position of the local communities in RS. The pointed out that the complete centralisation has been established in this entity. The budgets of the municipalities are proposed by the municipalities, but they are approved by the Ministry of Finances. In such situation, representatives and authorities of the local community do not have influence on the amount of the budget, which is made in accordance with their needs. The position of the local self-government and participation of the citizens in the decision-making processes through the institutions of the local communities is completely neglected in the practice.
 Public tribune was covered by local, cantonal and federal radio and TV stations and they informed their audience in their afternoon news about the event.
